A Family-Owned Law Firm with Local Roots

Founding partner Brooks Cutter is the proud father of two attorneys at our firm, Margot Cutter and Celine Cutter. We are multi-generation Sacramento natives whose ancestors first arrived during the Gold Rush. Personal injury law allows us to give back to the communities we love in Northern California.

We also give back through financial giving and volunteerism. Brooks Cutter is a long-time member of the Rotary Club in Sacramento and has served on the board of Wind Youth Services, an organization that helps homeless youth.

We also have roots in the Bay Area near our Oakland office. Brooks and Celine are third and fourth-generation alumni of the University of California at Berkeley.

Brooks Cutter has been practicing law for over 35 years and was mentored by the late legendary attorney Mort Friedman, a top civil litigation attorney and local philanthropist. Brooks Cutter founded Cutter Law with a mission to provide injured people with great lawyers who can win the compensation they deserve.

Brooks has received national recognition for handling complex litigation like mass torts and consumer class action cases. He has been appointed to leadership positions nationwide involving defective drug and medical device cases, bad faith insurance cases, and other cases against massive companies, including Johnson & Johnson, Medtronic Inc., and State Farm.

Brooks Cutter works in the Oakland and Sacramento offices.

Margot Cutter has been with Cutter Law for 10 years. She has previous experience working in the California Attorney General’s Office and handles personal injury, medical malpractice, and nursing home abuse cases. Her successful case results have won her national and local acclaim, which includes the following recognition:

Margot was inspired to become a lawyer by her father, Brooks Cutter. Growing up, she saw how fulfilling it was for him to make a difference for clients, and she wanted to do the same. She is continually inspired by how much he cares for clients. She works in the Sacramento and Oakland offices.

John Roussas is a Super Lawyers “Rising Star” in our Santa Rosa office. He has been with Cutter Law since 2015. Before he came to Cutter Law, he handled complex cases defending businesses and individuals against large insurance companies and later defended large insurance companies in mass tort cases.

His experience on both sides helps him develop the most effective strategy for our personal injury clients today.

John understands what our clients go through as few attorneys can. In 2017, his family lost their home in the Tubb’s fire. Our wildfire clients find great comfort in the empathy and compassion John can provide, and he has successfully helped our clients rebuild their lives after devastating losses.

Celine Cutter is an accomplished personal injury attorney in our Oakland office who also handles cases involving defective products, mass torts, elder abuse, whistleblowers, and civil rights. She has experience as a legal aid volunteer for the California Asylum Representation Clinic and the Foster Education Project.

Celine has been recognized as a Super Lawyers “Rising Star” for four years in a row for her excellent results for clients. She is fluent in French and Spanish.

Jennifer Domer is a mass torts attorney who handles complex cases involving defective drugs, medical devices, and consumer goods. Before coming to Cutter Law, she was a civil rights lawyer for clients with permanent disabilities.

She graduated with distinction from law school after working as a certified student attorney in the Sacramento Public Defender’s office. She has clerked for the Reno Justice Court in Nevada and Councilmember McDuffie at the D.C. Council in Washington D.C.

Her vast experience helps her empathize with clients in a wide variety of circumstances and understand the law from multiple perspectives.

Casie Roussas serves as of counsel to our firm at our Santa Rosa and Sacramento offices. She provides representation and consulting services for us as needed. She has six years of experience representing insurance companies in medical malpractice cases before coming to the side of injured individuals. Her experience on the other side of the aisle gives her an insider’s insight into the strategies insurance companies deploy to avoid coverage. This helps us recover maximized results for our clients.
